Talking about Numbers
Suppose that the greatest number in the world is 99. How will you number the pages in a thick book or count the people attending a professional sporting event?
If the greatest number in the world was 99 all numbers like 1 would equal one half, 2 would equal one and so on. So 99 would be actually more than 99 in our numbers.
If the greatest number in the world was 99 all numbers would be split in half. Like 1 would be 1/2 and two would be 1 and three would be 1 1/2 and so on. So 99 would be a lot more than just 99.
If the highest number in the world was 99, you would have to use letters instead of numbers for all of the numbers that come after 99. The letters that you would use for numbers could be roman numerals such as I, V, X, L, C, D, and M. I would equal 1, V equals 5, X equals 10, L equals 50, C equals 100, D equals 500, and M would equal 1,000. For example, if I wanted to say 155 I would write it out like CLV. That way you would be able to count the number of pages in a thick book and the number of people attending a professional football game. I don't think that I could live like that. It would be too confusing!
If the greatest number in the world was 99, every number after 99 would be an equation like 99(+1) is the same as one hundred but you don't write it out as 100.
If the greatest number in the world was 99 and a book was greater pages than 99 pages then we could use letters to indicate larger numbers. For example, we could add the letter J in front of the number to make one-hundred (J00, J01, J99).

I like your thinking. Some of you have made the comment that you would count each number as a 1/2 but then what would happen when you get to 99? Which by your thinking would really be 198, what do you do then? How do you continue counting?

This way we can have 99,000 fans counted in a maximum number of 99. If we need more numbers, we can start counting from the number 0.0001.

It would probably be easier to use roman numerals but it might be hard to remember them all exept for if you started in kindergarden learning numbers (like we do) and go for the rest of your life and then you would probably have them remembered by 3rd grade. But then equations might also be easy because you would just have to learn the normal numbers and not the roman numerals and what they mean but you would also have to learn what the normal numbers mean too. So either way could work and there are others.

First, to count the numbers in a thick book I would count my ones because, that the simplest way you can almost possibly count. So, I would number them that way too like a regular book would. Since, books could only be 99 pages at the most if that was the highest number possible. If I was counting the people who came to a football game I would also count by ones even if it would take long. And that's the way I would count because it's not possible in this question to have more than 99 fans because that's the highest number according to this problem.
